ISO 45001:2018 Migration Process and Policy

In March 2018 ISO 45001:2018 was published by the International Organisation for Standardisation (ISO). Companies that are certified to the current OHSAS 18001:2007  have 3 years from the publication date to update their systems and have a transition assessment.
 
The deadline by which companies must have achieved the Migration is the 11th March 2021 - any OHSAS 18001:2007 certificate issued after the 12th March 2018 will show this expiry date
 
The migration process that Advanced Certification will be implementing is as follows:
 
  • From 1st June 2018 all OHSAS 18001 audits to include elements of a gap analysis, comparing the existing management systems with the new ISO 45001
  • Any gaps identified as part of this assessment will be observations
  • AC will consult with clients and determine when they wish to migrate
  • For a Migration to ISO 45001 AC need to complete a new contract review and issue an updated contract (because this is a new ISO standard a new contract is needed)
  • The Migration portion of the audit will require an additional 1 day more than the calculated time for the visit
  • Only auditors that have already completed ISO 45001 conversion can complete the migration audit.
  • Depending on the time in the 3-year cycle it may be prudent to wait for the next re-audit
  • Once the new contract is in place a migration audit can be attempted
  • From the 12th September 2019 all OHSAS 18001:2007 audits will have the additional audit objective to migrate the management system certification to ISO 45001.
  • At a Migration audit any deficiencies related to ISO 45001 shall be identified as minor non-conformities and require corrective actions to be completed by the client before migration can be completed.
  • From 12th September 2020 we will not accept any new applications for OHSAS 18001:2007
 
Calculation of additional time:
 
Wherever possible, AC will endeavour to minimise the need for additional audit time for a migration surveillance audit but IAF MD 22 requires at least an additional 1 auditor-day audit.
For a migration audit to be completed at the time of re-audit, IAF MD 22 requires at least an additional 1 auditor-day audit. AC will liaise with each client on a case-by-case basis to determine the least disruptive way for the migration to be completed
 
What do clients need to consider
 
The ISO 45001 is based on the same high level structure as ISO 9001 and ISO 14001 - this means that they have the same clause numbering system and have many common areas, enabling easy integration of the two standards into one integrated management system.
 
What this does mean is that the current numbering systems used by the OHSAS standard has been substantially changed; Advanced Certification does not require clients to re-number their management system documentation in line with the new numbering system but it is likely that to do so would enable a smoother transition process.
 
Next Steps
 
As a certified client of Advanced Certification the next steps to take are:
 
  1. Obtain a copy of the new standard(s), these are available from many web stores such as www.iso.org and http://shop.bsigroup.com/
  2. If deemed necessary attend training to upgrade your knowledge of the new standards. Advanced Certification will be running a number of 1 day seminars on the new standards in the second half of 2018, please contact the AC office if you are interested in attending a seminar.
  3. Conduct a review of your existing systems to determine what changes that you need to make
  4. Decide upon a timescale that you intend to follow for implementation
  5. Advise your AC auditor of your proposed implementation timescale
  6. Implement the required changes to your management system(s)
  7. Confirm with AC the timescales for your transition audit
